The realisation of effective citizen engagement in decentralised governance in Kenya supported by PACT KENYA.

Project Goal: The promotion of effective, inclusive and accountable local governance, towards the realisation of equitable development in Kenya.

Purpose

The purpose of this project is to develop and lobby for the entrenchment of a strong citizen participation framework in decentralised planning, implementation and monitoring from the national to local level with a view to enhancing the impact of local fund spending.

Objectives

  1. Development of County Policy and Bills to inform ongoing reforms by 2012;

  2. Build citizen vigilance through citizen sensitisation and awareness creation on new county structure and ongoing national reforms and local reforms in target counties by 2012;

This strategy seeks to engage in the ongoing reforms around the New Constitution of Kenya specifically reforms around Counties and attendant aspects/sections. The strategy seeks to develop and lobby for the entrenchment of strong, participatory and accountable county frameworks with a view to enhancing local service delivery and creating socio-economic growth. The program will build on past and ongoing work conducted by the SPAN partnership on constitution and policy development in the sector.

Objective 1: Development of County Policy and Bills to inform ongoing reforms by 2012;

This phase of the work will aim at the development of a County Policy and relevant Bills under the NCK to be presented in parliament. This phase of the work will include research and development of the policy and drafting of the same into a legal bill.

  • Undertake a study to review exiting citizen frameworks to identify strengths, weaknesses, barriers and opportunities for citizen engagement in local governance in Kenya, e.g. District Development Committees, National Integrated Monitoring and Evaluation System, Efficiency Monitoring Unit, Controller and Auditor General/National Audit Office, local governance planning and monitoring;

  • Establish a technical team, advisory team and partners validation team to inform the outputs of the research and development of the citizen protocol;

  • Develop County policy and bills with focus on citizen participation and accountability;

  • Obtain consensus and support for the same;

  • Objective 2. Build citizen vigilance through citizen sensitisation and awareness creation on new county structure and ongoing national reforms and local reforms in target counties by 2012;
