MEMORANDUM ON THE ONGOING
CONSTITUENCY DEVELOPMENT FUND (CDF) REVIEW
PROCESS:
We, The Institute for Social Accountability (TISA) would like to draw your attention to our concerns
on the procedure and direction of the on‐going CDF review process.
Parliament has initiated a process of CDF review and held a stakeholder’s workshop between the
20th and 21st February at Maanzoni Lodge, Mombasa. The CDF Board presented a report on CDF
reform options at this meeting. TISA was represented at the meeting and it is our position that the
CDF Board report and proposals were not in accordance with the constitution of Kenya.
We are concerned that the deliberations on the review and the final proposals may offend the
constitution and undermine governance in Kenya. This memorandum therefore, seeks to urgently
address some of the key emerging issues from the Maanzoni meeting, and it is our hope that the
Constituencies Fund Committee (CFC) will consider and adopt these proposals in the on‐going
review process.
