Commission on Revenue Allocation (CRA)

The CRA Commission is chaired by former Central Bank of Kenya Governor Micah Cheserem. His deputy is Ms. Fatuma Abdulkadir. They are assisted by members, Meshack J. Onyango, Prof. Wafula S. Masai and Rose B. Osoro, Prof. Joseph Kimura, Amina Ahmed and Prof. Raphael Munavu. The secretary will be the Principal Secretary in the Finance Ministry. Members were sworn in on January 11, 2011.

The principal function of the Commission on Revenue Allocation is to make recommendations concerning the basis for the equitable sharing of revenue raised by the national government–– (a) Between the national and county governments; and (b) among the county governments.

According to the Act creating CRA, the principal function of the team will be to determine the basis for the sharing of revenue from national resources by monitoring the national budget allocation in order to ensure balanced development countrywide.

According to the Constitution of Kenya 2010, Article 216 {4} says the commission shall determine, publish and regularly review a policy in which it sets out the criteria by which to identify the marginalized areas for purpose of article 204 {2}.

Additionally CRA has powers to determine what the responsibilities of the counties are with regard to running and building other institutions under the control of the counties, among them schools and health centres as per each county’s needs and then advice the Treasury on the sufficient amount to allocate.

The Constitution says CRA shall: “mediate in and determine disputes relating to financial arrangements between the national government and devolved governments.”

On the other hand the recommendations of the commission shall be aimed at defining and enhancing the revenue sources of governments at all levels with the objective of encouraging fiscal responsibility and moving the devolved governments over time toward financial self-sufficiency and make proposals for affirmative action.

The commission shall submit its recommendations to the senate, the national assembly, county assemblies and county executives for considerations
