In accordance with its mandate to monitor, facilitate, coordinate and oversee the implementation of the Constitution, the Commission on the Implementation of the Constitution (CIC) has been coordinating the preparation of the legislation set out in Schedule 5 of the Constitution of Kenya 2010 to ensure that legislations are enacted within the timelines set out in the constitution and that that they reflect the letter and spirit of the Constitution of Kenya 2010.
For effective carrying out of its mandate, CIC consults regularly with the line Ministries which are responsible for generating the legislation, the AG’s office, the Kenya Law Reform Commission, the Parliamentary Committee on Implementation of the Constitution (CIOC) and non state actors including all Kenyans.
All the stakeholders have agreed on the timelines for priority legislations that need to be passed between now and August 26, 2011. This prioritization has been undertaken on the basis of:
- i. The timelines set in Schedule 5
- ii. The need to enact legislation which though not listed as priority legislations in schedule 5 are nonetheless necessary to facilitate free and fair elections and the setting up of devolved government structures.
