TISA RESEARCH AND DEVELOPMENT WORK

TISA recognizes the importance of research in realization of development objectives of any given society. Therefore, we have employed research and advocacy as a vital instrument in achieving the institutions desired output results. We take a multi-pronged approach towards our research work.

Using both qualitative and quantitative methodology we have been able to develop a number of policy papers directed towards official institutions in local governance in Kenya. These include  2008, Exercising the Right to Know-The Constituency Development Fund (CDF) in Nairobi Constituencies; 2009, The Constituency Development Fund (CDF) A Memorandum for Reform, Dec 2009 and June 2010, CDF Status Report (looking at procurement and accountability in CDF);  joint CSO submission to CDF Taskforce September2009, Joint Submission to Committee of Experts 2009; 2010, Submission to the PPOA on Status of Procurement and Accountability in Local Development Funds; 2010, under the SPAN umbrella KHRC and TISA coordinated a study on decentralized funds in Kenya, entitled Harmonization of Decentralized Development in Kenya: Towards alignment, citizen engagement and accountability and the production of an advocacy DVD entitled The Struggle for Devolution in Kenya (Ugatuzi).

We have also developed numerous policy documents aimed at providing policy and legislative proposals essential in informing debate and inputs in the on-going constitutional implementation and development discourse in Kenya. The papers include: Policy paper on standards for county preparedness 2011; Policy Paper on Accountability in Kenya 2011What Next for CDF? The story of 5 counties, TISA, June 2011;  Beating the deadlines of Implementation; The counties headache, TISA, July 2011;  Policy paper on citizen participation in devolved government TISA, 2011 ; Study Report on Oversight role of Parliament, 2012; Policy paper on Fiscal Transfers in Kenya, 2013; and a handbook on Transition to Devolved Government 2013.

TISA also develops training handbooks and guides for citizens to enable them effectively claim and enjoy their rights. In this regard, TISA developed: The CDF Social Audit Guide; A handbook for Communities(2008, reprinted in 2010); A residents Guide to Urban Areas and Cities in Kenya, 2012; and a Citizen’s Guide to Good Leadership Under Devolved Government,2013.
