About the program
The program entitled the TISA CDF Network program has the below stated aims;

This project seeks to promote effective citizen participation, transparency and accountability in CDF and decentralised funds in Kenya through policy research and advocacy;

This project seeks to create widespread awareness, capacity building and social audit practice by citizens;

This project also seeks to enhance the effectiveness of citizen accountability methodologies through information exchange, promotion of best practices and networking with a view to creating effective and sustainable citizen engagement;

This project seeks to promote increased participation in social audits by professionals and corporate stakeholders;

This project seeks to collaborate with OSIEA funded civil social audit groups and SPAN[1] members to achieve its objectives.
The project’s primary beneficiaries are intermediate civil society groups which work at the grass roots level.

The program is designed to increase their social audit capabilities through capacity building and the generation of effective social audit tools and materials;

The program also seeks to strengthen the social audit and mobilization methodology through an ongoing evaluation of the present methodologies to enhance target CSO effectiveness through reflexive and shared learning;

The project seeks to multiply the advocacy impact of individual target CSO groups through networking, joint advocacy actions and continuous information exchange.
[1] SPAN the Social and Public Accountability Network whose membership so far includes Action Aid (AAK), Abantu for Development, Centre for Peace and Democracy (CEPAD), Centre for Enhancing Democracy and Good Governance (CEDGG), The Institute for Social Accountability (TISA), World Vision International.
